Police officers are way too negative. A texting ban is an opportunity to educate drivers on the dangers of distracted driving. Any driver who seems to be focusing on something other than the road should be pulled over for prevention measures. An email or text message is not worth your daughter/mother/spouse's life. Any responsible driver should pull over or at least consider a hands-free texting application like TextnDrive (http://www.textndrive.com/textingwhiledriving.php). While those applications don't eliminate the problem, they at least try to reduce the distraction.

The thing is how many things will you regulate? some people cant concentrate on their driving when there is a great song on the radio even, so will you bad listening to the radio while driving? And then where would all the regulation end? Self regulation is the best regulation.

Police [at least in Texas] are very vigilant and active in enforcing the seatbelt laws. I've encountered busy intersections where a cop on foot would eyeball cars and radio for waiting patrol cars to pull over violators for no seatbelt. I've known people who've been pulled over for no seatbelt by a passing patrol car.

Enforcement is not an issue - you would be surprised by the number of idiots who would blatantly hold up a cell phone and type with no regard for the presence of a patrol car. In my opinion this goes beyond a "feel-good" law, I would imagine that this law would play a large role in liability issues in auto-accidents especially since texting leaves an electronic trail with the cellular provider.
